Track ID - year 1984, "I spoke to you in a whisper..."

Hi All,

I would like to ask for help in identifying a song. It is from 1984 (or maybe 1983) and has a disco like feel to it.

As a side info, the line "let me know when the guns are down" was sampled in a house track 'Techno Grooves - Sympathy For House' (R&S Records 1990; RS90 030) - this indicates that the song has an accapella section or separate accapella track.

The lyrics (what I can make out):
