Buju Banton - Tribal War, Sample?

Hello fellow reggae lovers,
I am wondering if anyone could identify the sample used in Buju Banton's "Tribal War" song off of "Voice of Jamaica". Its heard at the beginning of the song. Its a guy singing "Rude Boys, Be Wise".

I'm not sure if it is a sample or if its an original part of the song, but it sounds great. If it is a sample I'd like to know what song its from.

To my humble ears this is an original part of the song and it is sung by either Brian or Tony Gold who both feature as background vocalists on this song.
